Provides to qualifying individuals assistance in meeting their utility bills. Funding is provided by the Department of Health and Human Services passed through the Louisiana Housing Finance Agency to the Louisiana Association of Community Action Partnerships, Inc, who in turn contracts with the Association to perform the services.
