Provides assistance to qualifying individuals to make their home more energy efficient. Funding is provided by the Departments of Energy and Health and Human Services passed through the Louisiana Housing Finance Agency to the Louisiana Association of Community Action Partnerships, Inc, who in turn contracts with the Association to perform the services.
